Admiral (CONFEDHICOM) Deke Stover was an official of the Terran Confederation High Command. When the Confed was alerted about the Kilrathi attack on the Goddard Colony, he ordered Peter Halcyon of the TCS Tiger's Claw to leave Vega Sector for the Deneb Sector to begin Operation: Thor's Hammer.[1]
